Cold Email Infrastructure for Recruiting and Staffing Agencies
Updated 17 October 2026 · 7 min read
Short answer
Recruiting and staffing agencies should run two separate outbound streams, client business development and candidate outreach, each on its own lookalike sending domains so a problem in one never affects the other or your main agency domain. Plan about one warmed mailbox per 30 emails a day: a recruiter sending 150 candidate emails a day needs around 5 mailboxes on 2 domains. Keep messages personal and short, honour opt-outs quickly, and check privacy and anti-spam rules (such as CAN-SPAM in the US and GDPR in the EU and UK) for every country you contact.
Agencies email two very different audiences. Clients (hiring managers, HR and talent leaders) get business development emails offering your services. Candidates get messages about specific roles. The audiences, volumes and risks differ, so the infrastructure should be separate too.
Client outreach vs. candidate outreach
| Client business development | Candidate outreach | |
|---|---|---|
| Recipient | Hiring managers, HR, founders | Professionals who may fit a role |
| Goal | New job orders, retained searches | Interested candidates for live roles |
| Volume pattern | Steady, smaller, highly targeted | Bursty: spikes when a new role opens |
| Main risk | Spam complaints from busy buyers | Bounces from stale personal and work addresses |
| Sending domains | Its own set (e.g. getacmetalent.com) | A separate set (e.g. acmetalentjobs.com) |
| Best message | Specific hiring insight + one question | Role, location, pay range if you can share it, why them |
How many mailboxes and domains?
A cautious rule is about 30 emails per warmed mailbox per day, including follow-ups, with 2–3 mailboxes per domain. Scale by adding mailboxes rather than pushing each one harder; see cold email sending limits.
| Team | Emails per day | Mailboxes | Domains | ReplyDak plan |
|---|---|---|---|---|
| Solo recruiter | Up to ~150 | 5 | 2 | Starter: $35/month for 10 (room to grow) |
| Small desk (3 recruiters) | ~450 | 15 | 5–6 | Growth: $87/month for 30 |
| Agency (10 recruiters + BD) | ~1,500–2,500 | 50–80 | 17–30 | Scale: $269/month for 100 |

Setting up outbound for an agency
- 1
Split client and candidate streams
Register separate lookalike domains for business development and for candidate outreach, and forward all of them to your main agency site so recipients can check who you are. How to buy domains for cold email.
- 2
Authenticate and warm every mailbox
Each sending domain needs SPF, DKIM and DMARC, and each mailbox needs about three weeks of warmup before cold sends. Keep a few warmed spare mailboxes for when a big role opens and volume spikes. Warmup guide.
- 3
Give each recruiter their own mailboxes
Recruiting is personal; candidates reply to people. Name mailboxes after the recruiter (e.g.
priya@acmetalentjobs.com) with a real signature, role and agency website. It also keeps per-recruiter reporting clean. - 4
Verify sourced contact data
Candidate emails found through sourcing tools go stale quickly as people change jobs. Verify every list before sending and suppress anyone who bounced, opted out or asked not to be contacted, across all recruiters.
- 5
Write role-specific, short messages
For candidates: the role, location or remote, why their background fits, and a simple question. For clients: a specific reason you are writing (a role they posted, a team they are growing) and one ask. Plain text, no attachments in the first email, one link at most.
- 6
Connect mailboxes to your sequencer
Import the mailboxes into Instantly, Smartlead or your recruiting outreach tool, set daily caps and sending windows in the recipient's time zone. How to connect mailboxes.
- 7
Track replies, not opens
Measure positive replies, candidate submittals and client meetings per 100 contacts. Pause any mailbox whose bounces or complaints rise.
Compliance basics for recruiters
This is general guidance, not legal advice. Rules depend on where the recipient is, whether they are a business or an individual, and how you obtained their data. Check local law, and ask a qualified adviser if you email at scale across several countries.
- United States (CAN-SPAM): commercial emails need accurate sender information, an honest subject line, a valid physical postal address, and a working opt-out honoured within 10 business days. Client business development emails are typically commercial; whether a candidate message counts depends on its primary purpose, so following the same basics for both is the safer habit.
- EU and UK (GDPR, and PECR in the UK): candidate and contact details are personal data. You need a lawful basis (often legitimate interests for relevant B2B and recruitment contact), should tell people where you got their data and how to object, and must stop on request. The UK and some EU countries have extra rules for emailing individuals and sole traders.
- Canada (CASL): generally stricter and consent-based, with limited exceptions. Check before emailing Canadian contacts.
- Everywhere: keep one shared suppression list for the whole agency, delete data you no longer need, and never buy lists of personal email addresses.
Where ReplyDak fits
ReplyDak builds the sending side: it buys lookalike domains (or uses yours), sets up MX, SPF, DKIM, DMARC and verification records on Cloudflare automatically, forwards every domain to your agency website, creates Google Workspace mailboxes for each recruiter, and warms them up (about 2 to 30 emails a day over roughly 21 days, slowing down or pausing automatically if bounces, spam placement or complaints rise). Export mailboxes as CSV for Instantly, Smartlead and other sequencers. Billing is monthly, in USD, EUR or INR with a GST invoice. ReplyDak does not guarantee inbox placement, and compliance with recruiting and privacy law stays with your agency.

FAQ
Should recruiters use separate domains for candidate and client emails?
Yes. The two streams have different volumes and risks. Separate sending domains mean a bounce-heavy candidate campaign cannot hurt client business development, and neither touches your main agency domain.
How many cold emails can a recruiter send per day?
A cautious approach is about 30 emails per warmed mailbox per day, including follow-ups. A recruiter sending 150 a day would use around 5 mailboxes on 2 domains.
Does CAN-SPAM apply to candidate outreach emails?
It depends on the message's primary purpose. Emails promoting your agency's services to clients are typically commercial. For candidate messages, follow the same basics (accurate sender, honest subject, postal address, working opt-out) and check with a legal adviser for your situation.
Can I email EU candidates under GDPR?
Often yes, on a lawful basis such as legitimate interests, if the role is relevant, you tell them where you got their data and how to object, and you stop when asked. National rules vary, so check local law.
Can each recruiter have their own mailboxes in ReplyDak?
Yes. ReplyDak creates Google Workspace mailboxes with the names you choose, so each recruiter can have their own mailboxes on your sending domains.
